Cooper Tacia is committed to promoting increased opportunities for all members of the design and construction communities. We strive to partner with minority-owned businesses that have been historically underutilized and excluded from the prime contractor and subcontractor market.
Our goal is to achieve at least 10 percent Historically Underutilized Business (HUB) participation in the total value of the work we do. And we encourage every company we work with on projects to commit to this goal as well.
Our primary objectives are to:
- Provide HUB firms equal access and opportunity for participating in Cooper Tacia construction projects.
- Serve as a mentor, helping HUB firms learn and grow and reach their full potential.
- Demonstrate a commitment to the State of North Carolina HUB program, and meet and strive to exceed the State’s goal of 10% for HUB utilization.
- Increase the level of knowledge within Cooper Tacia about HUB firms and develop strong and trusting relationships with them.
- Provide clear and efficient procedures for monitoring compliance with the HUB program.
- Encourage minority- and women-owned businesses to obtain certification with the North Carolina Department of Administration’s Office for Historically Underutilized Businesses.
Having an actionable strategy for meeting our goals is key. These are the methods we use to increase partnerships with HUB firms:

- Establish HUB goals for each project based on an Economic Impact Strategy
- Identify potential areas for utilization of HUB firms, specific to each project’s needs
- Work with our trade contractors to develop scopes and bid packages that promote the inclusion of HUB firms
- Place ads in local, regional or state publications to reach potential MWBE partners, and in appropriate trade publications
