Cooper Tacia’s goal is to ensure and promote equal and increased opportunities for all segments of the design and construction community to participate in construction projects.  We strive to partner with businesses owned by minorities that have been historically underutilized and excluded from the prime contractor or subcontractor market.  Cooper Tacia encourages every company to work on projects with us to commit to this goal through a good-faith effort.  Our goal is to achieve at least a verifiable 10 percent Historically Underutilized Business (HUB) participation in the total value of the work on each project. The 10 percent goal applies to the “total value of work” of a specific building construction project. 

Our primary objectives are:
  1. To provide Historically Underutilized Businesses (HUBs) equal access and opportunity for participating in Cooper Tacia construction projects. 
  2. To demonstrate a commitment to the State of North Carolina HUB program. 
  3. To meet and strive to exceed the State’s goal of 10% for HUB utilization. 
  4. To raise the awareness of the State’s HUB program within both Cooper Tacia and the larger construction community. 
  5. To increase the level of knowledge within Cooper Tacia about HUBs and to raise the awareness of available construction services offered by HUBs. 
  6. To provide clear and efficient procedures for monitoring compliance with the HUB program. 
  7. To encourage minority- and women-owned businesses to obtain certification with the North Carolina Department of Administration’s Office for Historically Underutilized Businesses. 

Having an actionable strategy is the foundation for meeting any goal. Cooper Tacia is committed to developing methods of outreach that will increase partnerships with HUB companies with these strategies:

  • Establish HUB goals for each individual project based on an Economic Impact Strategy
  • Identify potential areas for utilization of HUB specific to each project’s needs
  • Coordinate with specific Trade Contractors to develop scopes and bid packages that promote the inclusion of HUB firms
  • Create advertisements for minority media in order to establish relationships with a diverse group of companies
